As a lawyer in my jurisdiction, I was also a mandated reporter. That said, it really didn't matter to me as far as the distinction went. Fuck yes, I'm reporting! If I wrong, yeah the parents go through some tough and inconvenient shit (I was reported to social services 3 times by my ex's mother out of spite and because she wanted to gain custody of my oldest son...not the other 2, only that one. It was horrible and inconvenient and invasive when they did their investigations, but I had nothing to hide and it all worked out).
But if I'm right and say nothing? I can't live with that on my head. I've reported abuse before. I reported a high school friend and her husband.
If i saw someone hurting a child, an animal, a woman, out in public, you better hold me back because I have a strong pull to go on over and put a hurtin' on the perpetrator. Of course that's not practical, so I don't. All that to say, yes, I report it. It's one of those cases where it's better to be safe than sorry.
