Does GA have a social services office dedicated to Adults in need of protection? I had to do that for my mother. A social worker came out for a visit and made the determination that she required care and set everything up. At first, Mom had homecare workers come in to assist her with her day to day. Later, she had to be placed in a facility as her needs grew more complex. I'm not sure how it work in GA, but I'm sure if you call, someone can give you direction.
The niece may have to petition the court to become Mary's trustee, to see to her affairs. IF that's something she is willing and able to take on.
As for you, do not let these friends bully you. If they love Mary so much, why don't they take her in? Again, somebody needs to do something, but not if the somebody is them.
My mother called the police all the time. It took one alert officer to see what was going on. He called me and discussed everything and I was able to see he was right, and I called Social Services.
