I find the opposite. I sort of have a character in mind and the name just sort of shows up. Of course, I'm not a great fiction writer and many of my characters are bits and pieces of people I've actually encountered, so the names are similar-ish at times or they just feel like (insert name here). I can't really explain it.

Place names, that I do have trouble with. Sometimes I'll use a random suburb name generator that Stephen Fry mentioned on Twitter (hey, if it's good enough for Stephen Fry...) (https://perchance.org/random-suburb-name)
