My heart breaks for this beautiful baby! Did the school really investigate? Did they really take it seriously? My guess is no. I hope the parents had the foresight to keep records of dates and times of times they or their daughter complained of bullying.

A statement is bullshit. In my experience what a school says and what they do are polar opposites. They have a duty, a fiduciary duty, in fact, to provide a safe environment for all students..ALL.
