The government doesn't give a shit because poor people, generally speaking don't vote and certainly aren't donating to political campaigns. The do just enough to keep the poor out of the way and not dying in the streets or rioting.

Sadly, I don't see a lot of demand for change. There is some, of course, but mostly, especially since Covid, I see a society that has become more selfish, not less (so much for being in this together). People are out for themselves and as inflation rises and our money buys less and less, that scarcity drives us to kinda say "fuck the other guy."

No one should be going hungry in this country, you're absolutely right. There's no good reason for it. There's lots of food.
