We have a serious vet shortage where I live. People are travelling 3-5 hours and going across the border to the US to get one. I got one for Rudy because a lady in my building loves him and said, "call here and tell them I sent you." It's a private hospital with 6 or 7 doctors and so far, I'm cool. I have a few reservations regarding neutering, but other than that, they've been good to my boy. And they let my kitties in too.

We don't have a plan, they don't offer that, we have the fine folks at Visa, a dedicated credit card with a decent enough limit to cover emergencies. Otherwise, we use money for routine stuff and just budget for it because here, that's what we can do.
